    Report of Neil Janzen, Henry Fast and Art DeFehr sent by Canada as Food Aid Monitors in February of 1984 to report on conditions in Ethiopia.  The visit followed the trail of the grain supply plus study internal conditions and concluded that a famine was in process and would become more severe.  This resulted in a Canadian Foodgrains Bank shipment that arrived in the late fall of 1984 just at the time when BBC, CBC and others “discovered” the major famine.  Our observations were that the famine and its causes – largely policy driven plus international decisions to punish Ethiopia by restricting Aid together created this major famine event and wer essentially predictable  This report was written by Henry Fast.
